Position summary:   


The Director of Programs is responsible for the implementation, management, supervision and evaluation of all the organization’s state programs in accordance with state standards and ICIRR mission and vision as set out by the organization. As a member of the senior management team, the director of programs participates in strategic planning and budgeting initiatives in addition to problem solving. He/she works within the guidelines, policies and mission of the organization and will be accountable and responsible for specific projects as assigned

Duties and Responsibilities:

  • Direct, plan and coordinate the work of the program staff including supervision and evaluation, training and team building

  • In coordination with Deputy Director implement, program-integrated reorganization of contract programs

  • Organize and attend weekly departmental meetings to maintain effective communication

  • Ensure adequate and qualified staff to carry out the program activities

  • In consultation with the deputy director, responsible for the selection, hiring, coaching, and mentoring of the program employees

  • Responsible for the implementation, management, supervision and evaluation of all activities of the program in accordance with State and ICIRR mission Standards

  • Remain up-to-date on all modifications to State Standards implementing the same in a timely and organized manner

  • In coordination with assistant director responsible for identifying,  supervising and management of a new data management software for the programs

  • Provide mentorship and supervision of Assistant Director

  • Compile, maintain and report on the monthly, quarterly and annual program statistics to deputy director.

  • Analyze trends in the program, identifying issues and developing and recommending solutions to the deputy director

  • Responsible for the expansion of the programs forming partnerships where appropriate

  • Compile, analyze and report on trends in the programs

  • Develop and implement recruitment strategies to increase the number of clients served by the programs at the community level

  • Responsible for the implementation, management, supervision and evaluation of all activities related to the integration of integrating the state Programs including skills development workshops for staff

  • Responsible for ensuring skills development workshops are relevant in topic and targeted for the appropriate staff

  • Work with Department Directors to identify synergies across the organization

  • Other duties as assigned


  • Knowledge of Microsoft office, other data processing

  • Ability to utilize technology required for reporting

  • Demonstrated ability to take primary responsibility for diverse projects in a fast-paced environment and complete them in a timely manner with limited supervision.

  • Knowledge of and connections with local and national foundations, and with national, local, mainstream and ethnic media preferred, but not required

  • Ability to support colleagues and provide/receive constructive feedback.

  • Solid understanding of not for profit organizations.

  • Excellent verbal, writing, analytical and collaborative skills, and impeccable attention to detail

  • Passion and commitment to ICIRR’s mission, vision and strategic direction; commitment to refugee and immigrant communities.

  • The ability to articulate the vision and mission of the organization, rights, empowerment and power of the immigrant community

  • Strong staff management skills; ability to build, lead and grow a team and campaign

  • Strategic thinker with the ability to develop creative approaches to reach ambitious goals; and ability to drive implementation of organizational and departmental strategic plans

  • Understanding of web marketing

  • Experience managing budgets and goals

  • Ability to work in culturally diverse environment

  • Ability to organize and implement strategic plans (organizational, development, marketing, branding, etc.)

  • Self-driven with the strong ability to work independently and as part of a team; and ability to thrive in a diverse and fast-paced entrepreneurial environment

  • Bilingual English/Spanish language capabilities preferred


  • College degree, preferably in administration, public policy or a related field; master’s degree preferred;

  • Five years of experience working with community-based organizations and/or agencies serving multiple local communities;

  • Five to ten years of experience in program administration, planning, and/or evaluation;

  • Demonstrated experience with diverse constituencies with varying interests and needs;

  • Demonstrated skills in assessing agency capacities and capacity-building needs;

  • Knowledge and awareness of immigration law and policies, and experience working with immigrants and/or refugees preferred;

  • Valid Driver’s License and car required for travel.
